Could the Territory provide any insights into the landfill pricing over the contract term?

As the tender requires the contract to dispose of the residual at the ACT GOVT owned landfill and given that there was an extra “fee” of 7.5% imposed on commercial contractors in the 2019-2020 rates, can the Territory please clarify what are the expected increases of landfill  rates above CPI expected for the term of the contract?
