  Acquisition of Creative Services      30 Aug 2021

The ACT Government is making changes to the Creative Services Panel and is introducing a number of new buying arrangements from 1 October 2021. These changes strengthen the ACT Government’s options when sourcing creative content and other related services.

Following a comprehensive review of future buying requirements, the Territory from 1 October 2021 is removing the mandatory rule applied to sourcing activities in-place under the Creative Services Panel since 2017.

In support of the transition to un-mandated buying arrangements Territory buyers are being supported through access to several Services Australia panels. In addition, extensions of some elements of the Territory’s panel arrangements will continue to be accessed on a non-mandatory basis until expiration on 30 September 2022.

Note: The Media Placement and Advice category is being maintained on a mandatory basis for all Territory buyers until 30 September 2022.

From 1 October 2021, and in accordance with ACT Government Procurement Legislation and Policies, Territory buyers will be able to opt to procure creative and related services through any of the following three procurement methods:

1. Some elements of the existing Creative Services Panel have been extended and can be accessed until expiration on 30 September 2022; or

2. the following four panels established by the Commonwealth Agency, Services Australia, now accessible to the Territory;

     (a)  Creative and Digital Communication Panel (SON3637213)

     (b)  Logistics and Letters Panel (SON3660267)

     (c)  Printing and Production Panel (SON3661398)

     (d)  Print Management Panel (SON3660266); or

3. seek quotations from any supplier/s in the market who is not a member of any of the above panels.

Please note that the panels referenced above are currently not open for new suppliers to join. Under the Territory’s new unmandated approach the above panel arrangements are optional, this decision allows Territory buyers to approach any supplier/s in the market, provided ACT Government Procurement Legislation and Policies are adhered to.
