The purpose of this Advance Tender notice is to provide suppliers with advance notification of a procurement project that is in development by the Territory.

The Territory is seeking to establish a Panel of qualified and experienced Suppliers to provide ceiling insulation installation and gas to electric conversion of heating systems, hot water and cooking for ACT domestic dwellings (the Services). It is anticipated that up to 6,000 dwellings will require upgrades, with an estimated split of Services- 80% insulation, 20% electrification works.

In undertaking the Services, Suppliers must ensure:

a) ceiling insulation is installed by Energy Efficiency Council certified installers; and

b) all products and installation provided comply with the Energy Efficiency (Cost of Living) Improvement (Eligible Activities) Determination.

To apply for EEC Certified Insulation Installer certification, you must meet training pre-requisites. See the Candidate Guide for more information. The relevant training units are currently delivered in the ACT by the followings Registered Training Organisations (RTOs):

• Canberra Institute of Technology (CPCCWHS2001, CPCCOM1015, CPCCCM2012, CPCCPB3014 and CPCCPB3027)
• Master Builders Association of the ACT (EEC001)
